HEY LSIP 2.0 is built around four connected themes that will help create a more responsive, employer-led skills system across Hull & East Yorkshire.
Together, these priorities aim to ensure people develop the skills employers need, businesses can access the talent they require, education and training keeps pace with change, and everyone has clear routes for learning, upskilling and employment.
Each theme is supported by a collaborative delivery roadmap to turn ambition into action.
Technical Skills
Building the workforce businesses need.
Our priority is to ensure technical education and workforce development reflects the changing needs of employers and supports economic growth.
We will work with employers and training providers to:
- Align technical education with current and future workforce demand.
- Strengthen skills pipelines from entry level through to higher technical and degree-level qualifications.
- Increase apprenticeship participation and workforce development opportunities.
- Improve digital capability, AI adoption and data skills across all sectors.
- Develop the skills needed to support net zero, sustainability and emerging technologies.
- Expand leadership and management capability to help businesses innovate and grow.
Our objective: To create a demand-led technical skills system that helps employers recruit, develop and retain the workforce needed for long-term productivity and growth.
Preparation for Working Life
Creating confident, work-ready people.
Strong technical skills need to be matched with strong employability skills.
We will work with employers and partners to:
- Strengthen employability, communication, teamwork and problem-solving skills.
- Improve literacy, numeracy and digital confidence.
- Increase employer engagement in careers education, mentoring and work experience.
- Develop clearer progression pathways into priority sectors.
- Support young people, adults, economically inactive residents and those facing barriers into employment.
- Improve access to work-based learning and employer-led opportunities.

Educational Workforce
Supporting those who develop tomorrow’s workforce.
An effective skills system depends on an education workforce that remains connected to industry and understands changing employer needs.
We will:
- Expand industry-informed professional development for educators.
- Increase employer engagement in curriculum design.
- Create more opportunities for industry placements and exchanges.
- Strengthen recruitment and retention across the education workforce.
- Improve collaboration between employers, providers and education professionals.
- Ensure teaching reflects emerging technologies, changing industries and future workforce requirements.
Our objective: To build a skilled, connected education workforce that can deliver high-quality learning aligned to employer demand.
Knowledge Point
Bringing the skills system together.
The Knowledge Point will become the central hub for skills intelligence, employer support and collaboration across Hull & East Yorkshire.
It will:
- Bring together labour market intelligence and workforce insight.
- Help employers identify skills needs and workforce solutions.
- Improve access to training, funding and support.
- Share best practice, case studies and resources.
- Connect employers, providers and partners through one accessible platform.
- Support continuous improvement through employer feedback and evidence.
Our objective: To provide a single, trusted source of information that helps employers make informed workforce decisions while supporting a more connected and responsive local skills system.
